Lisa Kershner

​Lisa Kershner, Ombudsman

Lisa Kershner is Maryland's first Public Access Ombudsman, originally appointed by the Maryland Attorney General in 2016. Lisa's primary activity has been to help PIA requestors and responding agencies resolve PIA disputes through voluntary and confidential mediation. Lisa is a long-time resident of Maryland, a Maryland lawyer, and graduate of the University of Maryland, College Park and the University of Maryland School of Law.

She brings to the Ombudsman role prior experience representing requestors and custodians under the PIA and FOIA, as well as experience representing participants in many types of mediation and litigation. Throughout her career, Lisa has had a commitment to equal access and effective participation in the activities of government.  After years of litigation practice, Lisa most enjoys the opportunity to help requestors and agencies solve problems without litigation!

Alisa Bralove-Scherr

Alisa Bralove-Scherr, Attorney-Mediator

Alisa came to the Public Access Ombudsman's Office after 20 years with the Maryland Attorney General's Consumer Protection Division. She most recently served as the Deputy Director of the Mediation Unit and Arbitraition Administrator where she helped to oversee the Mediation Unit and personal mediated thousands of consumers complaints.

Prior to the Consumer Protection Division, Alisa worked as a legal affairs reporter for The Daliy Record in Baltimore. She has a Bachelors of Art in Political Science from St. Mary's College of Maryland and a Juris Doctor (JD) from the University of Baltimore School of Law, with a concentration in Public and Government Service. In here free time, she volunteers as a mentor with the Baltimore Girls' School Leadership Coalition and serves as the Vice President of the St. Timothy's School Alumnae Council.​

Sara Klemm

Sara Klemm, Assistant Attorney General

Sara is a native Baltimorean and proud attendee of Maryland public schools from kindergarten through law school. She graduated from the University of Maryland, College Park with a degree in English Literature and American Studies. In 2011, Sara graduated from the University of Maryland School of Law.​

After clerking for the Honorable Russell F. Canan in the Superior Court of the District of Columbia, Sara went to work for Maryland’s Office of the Public Defender. She handled district court cases in Harford County before transferring to the Baltimore City office, where she took on misdemeanor cases in both district and circuit court. In 2017, Sara transferred again to the public defender’s post conviction division where she handled post conviction cases statewide.​

Kentiara Moore

​​​Kentiara Moore, Adminstrative Officer

A native of Maryland who has devoted her professional life to public service, Kentiara joined the OAG's Public Access Unit ("PAU") in September, 2024. After earning a Bachelor of Arts degree in Political Science & Sociology with a minor in Urban Community Studies from McDaniel College.

Upon graduating, she embarked on a career focused on making a tangible difference in the lives of Baltimore City residents. She began her professional journey as a Community Engagement Officer for the Mayor's Office of Children and Family Success, where she worked to assist families who faced financial hardships exacerbated by the pandemic. In May 2022, Kentiara transitioned to the Maryland Judiciary as a Trust Clerk, further expanding her expertise in legal and governmental processes. Now as the Administrator to the PAU, Kentiara is your first point-of-contact to reach the Public Access Ombudsman and PIA Compliance Board.
